Oklahoma generally requires charitable organizations to register with the Oklahoma Secretary of State before soliciting contributions there, unless an exemption applies. Requirements attach to out-of-state charities soliciting Oklahoma residents as well as local ones.

How to register in Oklahoma
- 01Register with the Oklahoma Secretary of State before soliciting — the duty reaches any charity either located in Oklahoma or soliciting Oklahomans. File online (the SOS has mandated electronic filing since 2012; mail and in-person are accepted with a $25 same-day surcharge). If you use a paid fundraiser
Oklahoma's fraternal/patriotic/civic membership exemption holds only without paid solicitors — engaging one puts the organization back under the registration duty. With the small-org exemption gone since 2011, that leaves paid solicitation with essentially no exempt lane outside the religious, educational, and named-individual categories.

If you haven't registered yet
Soliciting without registering violates § 552.3(A), and Oklahoma's exemptions are self-assessed at the organization's own risk — the Secretary of State expressly will not determine whether an organization qualifies. Since 2021, other state agencies are barred from layering extra filing requirements on registered charities.
